The Procurement Manager will report to Chief Operation & Performance Officer of Tractebel and Chief Procurement Officer Europe  and will be in charge of developing an engaging and unifying vision on Procurement which is sustainable, efficient, and meeting the needs of his/her internal and external stakeholders. He/She will be part of the Engie’s integrated procurement community and will develop and maintain close collaboration with Group procurement.


Missions: 

•    Lead a strong organization in which people are developed to the best of their capabilities and knowledge
•    Lead the implementation and deployment of robust processes and governance to ensure compliance across all countries where Tractebel operates
•    Establish and maintain partnerships with the various business areas to understand their priorities and support them in addressing current challenges, ensuring procurement strategies are aligned with business needs
•    Create internal understanding and buy-in of the importance and benefits of effective procurement management, ensuring adherence to policies and processes, despite the need for agility in time pressured and demanding operating environments.
•    Set up and steer the procurement performance plan on his / her scope, achieve and record performance
•    Manage supplier relationships
•    Implement training plans, enable mobility and support career path of Procurement line
•    Support his / her team on operational procurement activities on an as-needed basis


Main responsibilities and activities

Defining and steering the Procurement governance on his / her scope and helping deploy it in line with operational targets

  • Responsible for delivering consistent and professional Procurement services across the Business Aareass to drive profit improvement with a strong focus on compliance and alignment with Group rules (H&S, Ethics, Sustainability, CSR)
  • Deploys the Procurement governance for his / her entity and steers its implementation 
  • Originates new concepts and innovative approaches for the organization and proposes suitable organizational procedures, based on the Group's Procurement governance
  • Streamlines and implements procurement processes, procedures and systems
  • Manages effectively digital transformation and change management projects according to group guidelines
  • Within his / her scope, rolls out the supplier management strategy (including supplier assessment)

Steering and implementing the Procurement performance plan

  • Draws up an Annual Procurement Plan based on predicted expenditure and identifies strategic initiatives to deliver savings that will contribute to the performance objectives
  • Implements and monitors KPIs and any other relevant to his / her activity to capture, report and evaluate the benefit and performance of all procurement activity 
  • Identifies possible synergies and shares best practice within his / her scope
  • Delivers value (including bottom line savings and budgetary targets) on an ongoing basis, meeting specific in-year targets whilst proactively looking for new opportunities

Promoting the development of the Procurement Line 

  • Raises the visibility and perception of Procurement, and consistently delivers Procurement’s message regarding Procurement’s value within the organisation
  • Ensures team members are assessed on performance and skills development
  • Makes sure new Procurement tools are implemented and users are trained 

"Métier" and Procurement Intelligence 

  • Takes account of changes in the market and suppliers risk 
  • Takes account of changes in legislation and Procurement best practice for his / her scope
  • Contributes to and implements the procurement knowledge base in order to boost collaboration, best practices sharing, and efficiency of the category teams

Team operational management 

  • Steers the Procurement team within his / her scope 
  • Manages the budget 
  • Supports operationally the Procurement teams during specific projects, including contributing to specifications definition and during complex or strategic negotiations 

Stakeholders management

  • Supports stakeholder relationships, including those with supplier representatives, operational and other colleagues within the company
  • Manages suppliers to meet the needs of the business, including on time-budget-quality delivery, risk management, innovation and sustainability
  • Leads, or has a strong input in, supplier dispute resolution

Guaranteeing all Group rules and policies are correctly applied throughout the Procurement process 

 

Essential experiences and skills :

  • Relevant Managerial Experience within a similar industry sector 
  • Extensive experience in managing people
  • Proven organizational skills and capacity to handle multiple tasks under tight deadlines
  • Ability to streamline activities, improve processes and manage change in a complex environment
  • Digital mindset and ability to innovate through suitable digital innovations
  • Animation and communication in a transverse & multi-cultural environment
  • ‘One Company’ spirit / Results oriented / Working in Network
  • Team player with excellent interpersonal skills and strong leadership skills
